The five municipalities, ranked by what their ordinance actually allows
None of these five codes has a use called "play cafe." You get classified by analogy to a use that already exists in the ordinance, and that classification is the whole ballgame. These verdicts respond to your supervision model and the kind of space you take.

- Yardley, Lower Makefield and Newtown have none. Median household income in Lower Makefield is about $175,000.
- Playpad originally planned a Newtown location and the space fell through. The demand read was right. The real estate was the problem.

- Municipal zoning officer. Written use determination on a specific address.
- Fire marshal and code official. Occupant load and sprinklers, before the lease.
- OCDEL. Written position on parent-supervised play.
The regulatory line
- 55 Pa. Code § 3270.3 excludes care given with the parent present. § 3270.4 frames it as care "in lieu of care by the parent or guardian."
- Parent stays means no DHS certificate of compliance.
- § 3270.11 requires a certificate before operating a child care center, seven or more unrelated children.
- Bucks County Health licenses food, not the state. Forms SA-85 and SA-86 for plan review, then SA-13 for the license.
