An indoor play cafe for Lower Bucks County

This is the working file for your business. The nine founding decisions are set, so the page now runs on them: the zoning verdicts, the numbers and the action list are all derived from what you chose. Change any decision and everything below re-derives. Nothing here is sent anywhere.

01 / Decisions

What you have settled

These drive every other section. Nothing is locked, and changing one rewrites the rest of the page.

02 / Consequences

What your answers mean

Live read on where your choices put you. This updates as you answer above.

03 / Where it can go

The five municipalities, ranked by what their ordinance actually allows

None of these five codes has a use called "play cafe." You get classified by analogy to a use that already exists in the ordinance, and that classification is the whole ballgame. These verdicts respond to your supervision model and the kind of space you take.

Permitted by right Hearing required Possible but constrained Effectively closed
04 / The money

Does it clear the rent?

Memberships are the business. Walk-in play is marketing, and parties are the margin. Move the sliders to see what has to be true for this to work.

The fixed facts

These do not change with your answers. Verified against the ordinances and the state code, with the citations so you can hand them to anyone who asks.

Who you are competing with

  • Playpad, Langhorne. Sensory room, enclosed under-three section.
  • Joyland Club, Langhorne. Walk-ins daily.
  • Kidology Playspace, Southampton. Ages three to seven.
  • Ultimate Play, New Britain. Opened 2025, six months to six years.
  • Giggleberry Fair, New Hope. Large, established, tourist traffic.

The gap

  • Every competitor sits in the Langhorne, Southampton or New Hope corridor.
  • Yardley, Lower Makefield and Newtown have none. Median household income in Lower Makefield is about $175,000.
  • Playpad originally planned a Newtown location and the space fell through. The demand read was right. The real estate was the problem.

Calls to make

  • Bucks County Health, (215) 345-3336. Say your municipality, ask for the Environmental Protection Specialist. Plans must be approved before construction.
  • Municipal zoning officer. Written use determination on a specific address.
  • Fire marshal and code official. Occupant load and sprinklers, before the lease.
  • OCDEL. Written position on parent-supervised play.

The regulatory line

  • 55 Pa. Code § 3270.3 excludes care given with the parent present. § 3270.4 frames it as care "in lieu of care by the parent or guardian."
  • Parent stays means no DHS certificate of compliance.
  • § 3270.11 requires a certificate before operating a child care center, seven or more unrelated children.
  • Bucks County Health licenses food, not the state. Forms SA-85 and SA-86 for plan review, then SA-13 for the license.

Writes every decision, every open question, the zoning read and your current numbers into one markdown file. Good for email, or for pasting into Claude to pick the project back up.

Zoning verdicts pulled from the published ordinances: Falls Township Ch. 209, Middletown Township Ch. 500, Lower Makefield Ch. 200, the Newtown Area Joint Municipal Zoning Ordinance, and Newtown Borough Ch. 550. Code versions ran through 12-17-2025 for Lower Makefield, 07-21-2025 for the Jointure and 12-16-2024 for Middletown. Confirm no pending amendments with each zoning officer. This file is a planning tool, not legal advice, and it is not a substitute for a written zoning determination.
